According to Rockstar’s official support page, both games appear to be experiencing issues across multiple platforms, with the only exception being Red Dead Online on Google Stadia, which is apparently operating without issue. The other games are currently operating with “limited” functionality across all platforms. Service outages have been common for the last few weeks, with Xbox Live experiencing issues fairly frequently due to increased usage.

There’s no real telling when things will go back to normal, though, for those really yearning to play, there shouldn’t be any problem accessing the single-player modes for either game during the outage. GTA 5 and Red Dead Redemption 2 are packed with things to do, even outside of the main stories, so there should be a fair bit to keep players entertained, though it is unfortunate for those looking to play multiplayer.
Rockstar didn’t elaborate if the outage was due to a spike in users, though considering the rise in Twitch viewership due to the coronavirus, it wouldn’t be that surprising. Of course, server issues are commonplace in the video game industry for a variety or reasons, so it could be anything causing the problem.
GTA Online has been offering free money to players that log on the game during the pandemic, which has helped with stay at home measures. Plus, Rockstar has been donating portions of its revenue to charities during the coronavirus pandemic, so the company does seem to be doing its fair share and then some.
Hopefully, the servers are back up sooner rather than later, but players should be patient. Continuously trying to log into the games definitely won’t help, and bombarding Rockstar’s Twitter will be even less helpful. For now, there’s nothing players can do except wait for the issues to be resolved.
